Bosnia and Herzegovina opted for a centralised control system. The Ministry of Finance and Treasury, CFCU/Control Body is responsible for the FLC control system. Control Body is in charge of verifying the following EU programmes: Interreg IPA CBC Croatia-BiH-Montenegro, CBC Srbija – BiH, Interreg Danube, Interreg ADRION and Interreg MED.

Control costs

Controls are carried out free of charge for the partners.

On-the-spot verifications conducted by FLCS

On the spot visits are mandatory, at least once during the project lifetime each BIH project partner should be checked in its premises. FLC is performing on-the-spot checks on the basis of the Risk Analysis Chart, recalculated and updated annually.

Risks will be calculated based on the following criteria: type and size of final beneficiary, contract characteristics, complexity of a particular project operations and environment, experience of staff involved, internal control systems of the final beneficiary, previous experience with the beneficiary.

Depending on the risk level visits in the on-the spot check plan may be scheduled.

Daily allowances

When it comes to daily allowances for travel, this issue is regulated for public sector. Each level of Government regulates that matter. There are regulations for BIH state institutions and separately for institutions of Federation of BIH adopted by its Government and for institutions of Republika Srpska adopted by its Government.
