Greece opted for a centralised control system. The “First Level Control Unit (Unit D) of the Certifying and Verifying Authority of the Ministry of Economy and Development” is responsible for the FLC control system.
The FLC certification process starts when hard copies folder is received. After the verifications, an email is sent to the partner with all findings. 5 working days to answer.

In order to comply with the programme deadlines, partners are requested to send hard copy files of their claims during the first 10 days after the end of the reporting period.

Guidelines to be followed by partners are available upon request for all partners. The FLC also assists beneficiaries by phone and mail.

Control costs

Controls are carried out free of charge for the partners.

On-the-spot verifications conducted by FLCS

On-the-spots visits are mandatory at least once during the project’s lifetime. Preferably conducted at the end of the project in order to have the whole picture of the project.

Extra on-the-spot checks are also foreseen in risky cases, as at the beginning of a project, if a partner is involved in more than 5-6 projects in the same time or foresees equipment.

Daily allowances

The daily allowance thresholds apply to both public and private bodies.

Daily allowances concerning travel and accommodation costs are applicable according to Law No. Ν. 4336/2015.

Public procurement

The law for procurement apply to public bodies and all bodies of the wider public sector. Also, the public procurement law should be applied to all bodies that receive public contribution. Private bodies are required to follow procurement procedures according to their internal regulation that verify adequate publicity and public procurement procedures.

Natural persons

Beneficiaries may proceed to contract natural persons to cover specific project needs. These contracts have a certain duration, certain scope of work and a certain remuneration amount. Contracts with natural persons are allowed to cover periodic and non-lasting needs that come up because of the project. The regulation that governs these contracts is N. 4403/2016 (paragraph 5. Article 14) and the specific internal regulation of the beneficiary.
